'Capital' is wall + seal: government authority.
Line 2. Wilhelm has ' A cry of alarm. Arms at evening and at night. Fear nothing'. 'Cry of alarm' is literally 'guard against number/mark'), 'Evening' also means 'not' and is elsewhere in the Yijing translated that way. 'Fear' means sympathize, pity, care for. So 'fear nothing' rather means 'stay free emotionally'.
Line 3. 'Overwhelmed .. anger': may be 'as if soaking - makes angry'.
Line 4. F. Fiedeler comments: " to show one's flesh and lead a sheep" is an expression known in the historic Chronicle `Zhuochuan` meaning to subordinate in order not to face the worst. The sheep was known as an animal of luck. Sheep and goat are the same character, no distinction was made between them.
Line 5. The first character is Amaranth or other edible greens, but with a tiny stroke added: huan, mountain sheep. This line can mean you have to pull up a lot of weeds - or that this is rough terrain. In both cases a difficult land to cultivate and to make profitable.
Top line: the second character, hào, is name, number, mark, yell, howl, but also an 'unshakable' appellation, like slogans or the 'facts' of propaganda.
